RESULTS OF THE CAUFFMAN PHASE 3 RECONSTRUCTION HEARING:

THERE WERE NO REMONSTRANCE LETTERS RECEIVED.  THE NOTICE WAS SENT WITH A LETTER THAT STATED THAT DUE TO THE COVID-19 PANDEMIC AND THE POSSIBILITY OF THE COURTHOUSE POSSIBLY BEING CLOSED TO THE PUBLIC, ALL LANDOWNERS WOULD NEED TO LET THE SURVEYORS OFFICE KNOW IF THEY WOULD BE ATTENDING THE MEETING.  NO LANDOWNER WAS PRESENT.  THIS RECONSTRUCTION WILL COINCIDE WITH PHASE 2 OF THE CAUFFMAN PROJECT.  PHASE 2 IS BEING PAID FOR WITH TIF FUNDS. PHASE 2 & 3 WILL BE BID TOGETHER BUT SPLIT BETWEEN THE TIF FUNDS AND THE RECONSTRUCTION.  TOTAL ESTIMATED COST OF PHASE 3 IS $12,000.00.    ESTIMATED COST PER ACRE IS $73.06.  JOE IRWIN MADE A MOTION TO APPROVE THE PROJECT.  DENNIS DARR SECONDED THE MOTION AND ALL WERE IN FAVOR.

RESULTS OF THE GAY EASTERDAY ROBINSON PROPOSED MAINTENANCE INCREASE DISCUSSION:

MIKE KISSINGER, SURVEYOR PRESENTED HIS REPORT.  THIS DRAIN HAS 8.4 MILES OF OPEN DITCH AND 9.4 MILES OF TILE.  THE CURRENT RATE IS $1.56 PER ACRE WITH A $5.00 MINIMUM.  IT CURRENTLY HAS A BALANCE OF -$11,421.62.  THE LAST HEARING ON THIS DRAIN WAS IN SEPTEMBER 1990.  IT WAS RAISED 25% IN FEBRUARY 2011.  THE SURVEYOR PRESENTED THE BOARD A LIST OF WORK THAT IS CURRENTLY NEEDED AS WELL AS SOME WORK THAT WILL NEED DONE IN THE FUTURE.  JOE IRWIN INFORMED THE BOARD THAT HIS FAMILY OWNS A SIGNIFICANT AMOUNT OF LAND THAT DRAINS INTO THIS DITCH.   DENNIS DARR MADE A MOTION TO ADVERTISE AT $6.00 PER ACRE WITH A $25.00 MINIMUM WITH A 4 YEAR COLLECTION BALANCE.  STEVE METZGER SECONDED THE MOTION.  CARY GRONINGER AGREED.  JOE IRWIN ABSTAINED DUE TO OWNING AND FARMING A SIGNIFICANT AMOUNT OF LAND IN THE WATERSHED.  THE HEARING WILL BE HELD JULY 23, 2020.
